What Is Verification of Payee (VoP)? The Name Check, Live (2026)

Explained to kids!

Verification of Payee is a check the bank does before sending money. It looks at the name you typed and the account number, and tells you if they really belong together. If they don’t, it warns you before it is too late.

Let’s see it in real life…

Naïa is starting swimming lessons at the Dolphins Club, and Grandpa Joseph wants to pay for them.
He sits at the kitchen table with the club’s letter, and Naïa reads the long account number out loud.
Grandpa types the club’s name and the number, very carefully.
Before the money leaves, the bank shows a message: “This account does not belong to the Dolphins Club.”
“Did I make a mistake?” asks Grandpa.
Naïa looks again. She read a 6 instead of a 9!
They fix the number, and this time the bank says: “Name and account match.”
The money goes to the right place, and Naïa will be swimming on Saturday.
That is Verification of Payee.

Tiny recap

  • It means… the bank checks that the name and the account number belong to the same person or club before the money leaves.
  • It helps when… one tiny mistake in a long number could send money to a stranger.
  • Watch out for… if the bank says the name does not match, stop and check. Don’t just press “send anyway”.

…detailed for specialists

Verification of Payee (VoP) is a check run before a credit transfer is authorized: the payer’s bank asks the payee’s bank whether the name entered matches the holder of the IBAN, and shows the answer (match, close match, no match, or check not possible). It has been mandatory in the euro area since 9 October 2025.

VoP matters because transfer fraud is growing and most of the losses fall on customers. In the EEA, credit transfer fraud reached €2.2 billion in 2024, up 16%, and payment service users bore about 85% of those losses. With instant transfers now the default, money that leaves an account cannot be recalled, so the check has to happen before the payment.

What is Verification of Payee?

VoP closes a gap that existed since the IBAN was created: banks executed transfers on the account number alone and ignored the beneficiary name. A typo or a fraudster’s fake invoice could send money to the wrong account without any warning.

The UK introduced the same idea in 2020 under the name Confirmation of Payee. In the EU, VoP is required by the Instant Payments Regulation (EU) 2024/886, not by PSD3 as is sometimes said. It applies to all euro credit transfers, standard and instant. Business customers sending bulk files may opt out and opt back in at any time, and a PSP that has run the check is not liable if a payer goes ahead after a warning and the money is misdirected.

The obligation has two sides. The payer’s PSP must offer the check before every transfer, whatever the channel: mobile app, online banking or payment file. The payee’s PSP must answer requests about the accounts it holds. Most banks do not build this alone: they connect to the scheme through specialized routing and verification providers, often the same clearing houses and processors that handle their transfers.

How Verification of Payee works

  1. The payer enters the payee’s name and IBAN in a banking app, online banking or a payment file.
  2. The payer’s bank sends a VoP request to the payee’s bank, through a routing and verification mechanism. The EPC Directory Service tells it where to send the request.
  3. The payee’s bank compares the name with its account records and answers with one of four results:
    • Match: name and IBAN belong together.
    • Close match: small difference (spelling, initials, legal vs trading name). The bank returns the real name.
    • No match: the name does not belong to that account.
    • Check not possible: technical issue or account not found.
  4. The payer sees the result before authorizing and decides to pay, correct or cancel.

The EPC’s VOP scheme rulebook, which standardizes these messages, took effect on 5 October 2025, and the EPC Directory Service went live on 2 September 2025.

Verification of Payee: what changes for PSPs, PayFacs and platforms

Collections: your name is now visible

When customers pay a merchant by bank transfer, they now see whether the name they typed matches the account. If funds are collected on an account held by a PSP or a platform, or on a virtual IBAN, the account name may differ from the merchant’s brand. The result is a “close match” or “no match” that scares payers and lowers conversion. PSPs should make sure the name returned for each collection account is the one customers expect, and tell merchants which name to display on invoices.

Payouts: check at onboarding, not only at payout

Marketplaces, PayFacs and payroll platforms send thousands of transfers to sellers, drivers or freelancers. Bulk payers may opt out of VoP, but then they bear the risk of misdirected funds. The safer pattern is to verify each beneficiary’s IBAN and name during onboarding and KYB, store the result, and re-check when bank details change. See how this fits the PayFac model.

Pay by bank and payment requests

When a payment initiation service starts a transfer at checkout, or a customer accepts a request to pay, the payer’s bank still runs VoP on the merchant’s account. A mismatch then appears in the middle of the payment journey, where it costs conversion. Name alignment between the merchant brand and the receiving account is part of checkout optimization, not only compliance.

Data quality and name matching

Legal names, trading names, accents, abbreviations and joint accounts all create close matches. Clean beneficiary data and clear rules for each result code (pay, ask, block) reduce manual reviews.

Fraud and liability

VoP stops misdirected payments and many invoice-redirection frauds, but not all scams. Since instant payments are final and there is no chargeback on transfers, VoP results should feed transaction monitoring alongside amount, device and velocity signals.

Is Verification of Payee worth it in 2026?

It is not optional in the euro area, and the early results are encouraging: most checks return a match, and a meaningful share of no-match warnings stop payments that would have gone wrong. For payment providers, the work is in the details: account naming for collections, beneficiary checks for payouts, and clear handling of every result.

Frequently Asked Questions

What is Verification of Payee (VoP)?

Verification of Payee is a check that compares the name entered by the payer with the name of the account holder linked to the IBAN, before a transfer is authorized. The payer sees a match, close match, no match or check-not-possible result and decides whether to continue.

Is Verification of Payee mandatory in the EU?

Yes. Under the Instant Payments Regulation, VoP has been mandatory for euro credit transfers, standard and instant, since 9 October 2025 for PSPs in the euro area. PSPs in EU countries outside the euro area must offer it by 9 July 2027.

What happens if VoP returns no match?

The payer is warned that the name does not belong to the account. They can correct the details, contact the payee or cancel. If they pay anyway and the money goes to the wrong account, the PSP that ran the check is not liable.

What is the difference between VoP and Confirmation of Payee?

They do the same job. Confirmation of Payee is the UK service, launched in 2020 and run under Pay.UK rules. Verification of Payee is the EU version, required by the Instant Payments Regulation and run under the European Payments Council’s VOP scheme since October 2025.

Can businesses opt out of Verification of Payee?

Business customers sending bulk payment files can opt out of VoP and opt back in at any time. The Instant Payments Regulation gives this option only to non-consumers. Without the check, misdirected payments are harder to recover, so many platforms verify beneficiaries at onboarding instead.
